Amber Alert, part of the signed child safety legislation package by Congress in 2003, named after 9-year-old Amber Hagerman of Arlington, Texas, who was kidnapped and killed in 1996.
A nationwide awareness program was established to quickly inform the public about child abduction.

The CHP also stated in their post that they are the only agency authorized to implement it Amber Alerts for the government.
The agency also advised the public to never give out personal information or answer calls from “potential scam” numbers, and to notify law enforcement immediately if contacted by a scammer.
