Often there are different opinions when NFL referees interference with passing the flag.
The League's policy does not include language defining what constitutes a flow obstruction, so it is still considered a judgment call.

In the NFL, when the officials call a pass interference, the ball is placed in foul territory. There have been instances where a pass interference call has resulted in a team benefiting from 25 or more penalty yards before the next snap.

After admitting game disruption was one of his biggest concerns for the NFL, Gruden suggested the league adopt a similar penalty. college football force Instead of putting the ball where the foul occurred, Gruden could have chosen to have the ball travel 15 inches on the penalty.

Gruden then made a kind of emotional call.
“I don't think there's a common thread as to what is and what isn't a nuisance,” he said. “I think this team is a little bit different from that team. It's a penalty now, which I think has taken a lot of games.”

After a podcast co-host suggested that an NFL quarterback could drop the ball and be rewarded with a free yard, Gruden argued that play interference should only be used in situations where it was clear ' and “obviously” a mistake has been made.

In 2019, the league adopted a proposal that made pass interference a reviewable play. The decision appeared to be in response to a controversial play in the 2018 NFC championship game.
The vendors didn't call what many argued was a pass rush during the NFC title game between the Los Angeles Rams and the New Orleans Saints. The Rams beat the Saints in overtime and advanced to the Super Bowl.
NFL teams' ability to test pass interference was repealed in 2020.
