The incident happened around 1:30 p.m. local time (12:30 GMT) in the Hadsel district on Norway's northwest coast.
The bus went off the road and ended up partially in a body of water, according to public broadcaster NRK.
Dozens of people are believed to have been traveling on the bus at the time of the crash.
