The invitation, entitled, “Immigrant Support Network Concept,” proposes the “establishment of an Immigrant Support Network with regional “areas” to connect people at risk, their families and the community through means of communities — such as law enforcement, schools, labor unions, local governments, etc.,” according to the POLITICO report.
The proposed plan, though “detailed” and “under review,” appears to be in line with a broader effort by blue-state Democrats to challenge Trump's tough stance on illegal immigration. After Trump was elected, Newsom called a special legislative session and talked about a $25 million “Trump-proof” legal defense fund.
When contacted with a reported offer, Office of Gov. Newsom previously told Fox News Digital that the document has not been reviewed in Sacramento, and added that it was written by the department of public services.

Scott Murray, Assistant Director of Public Affairs and Outreach Programs for the Department of Community Services, said Fox News Digital the document is “not a final proposal.”
“This document is an internal document and is intended for internal discussion as part of a number of issues that can be considered in the next government's opinion of the government,” said the statement.
