The US Food and Drug Administration (FDA) is seeking to reduce the amount of nicotine in cigarettes and other combustible tobacco products.
The agency is seeking to do so through legislation proposed Wednesday FDA Commissioner “It could save many lives and dramatically reduce the burden of severe disease and disability, while saving a great deal of money if finalized,” said Dr. Robert Califf.
Under the proposed law, cigarettes and “certain other combustion tobacco products” would not be allowed to contain more than 0.7 milligrams of nicotine per gram of tobacco. The agency said the low level of nicotine would be low enough to not cause or sustain addiction.

The FDA wants the rule to take effect two years after the publication of a final rule on the subject.
Citing public health models, the agency projected that the law could “prevent nearly 48 million young Americans from starting to smoke” by the start of the next century.
If finalized, it could force more than 12.9 million smokers to quit, “including those who switch entirely to smokeless tobacco products,” the FDA said.

The agency said switching to “low-risk tobacco products” would reduce exposure to many of the harmful chemicals found in cigarettes and other combustion tobacco products among adult smokers.

The agency said the rule will be open for public comment Thursday through Sept. 15.
