Kim, who witnessed the unsuccessful launch of the destroyer more than 4,500 tones, said that the incident was caused by “carelessness”, which destroyed the country's dignity and ordered the ship to restore before the key meeting of the ruling party in June, said Kcna on Thursday.
The report did not mention if there were any victims.
Kcna said that the incident in the eastern port of Chongjin was caused by the loss of balance when starting the ship and said that the ship's DNA sections were crushed but did not provide any more details about damage.
The report noticed that Kim “made a strict assessment, saying that it was a serious accident and a criminal act caused by absolute carelessness, irresponsibility and unscientific empiricism, which is outside the limits of possibilities and cannot be tolerated.”

Kim said that the accident “led to the fall of the dignity and respect of our state.” He said that the immediate restoration of the destroyer was “not only a practical issue, but a political issue directly related to the authority of the state.”
