Russia and Ukraine have agreed to the Black Sea Navy in separate deals with the United States, after two days of peace talks in Saudi Arabia.
Washington said all countries will continue to work for “lasting and lasting peace” in statements that announce the agreements, which will reopen an important commercial path.
They are also committed to “developing measures” to implement an agreed early ban on attack on energy infrastructure to each other, the White House said.
But Russia said the naval fire would only enter into force after a number of sanctions were canceled against the food and fertilizer trade.
US officials meet separately with negotiators from Moscow and Kiev in Riyadh for the purpose of intermediatory in a truce between the two countries. Russian and Ukrainian delegations have not met directly.
Ukrainian President Volodimir Zelenski said the deal to stop blows in the Black Sea is a step in the right direction.
“It's early to say that it will work, but these were the right meetings, the right solutions, the right steps,” he told a press conference in Kiev.
“No one can accuse Ukraine of not heading for sustainable peace after that,” he added after US President Donald Trump had previously accused him of blocking a peace transaction.
But shortly after Washington's message, the Kremlin said the Black Sea would not come into force until sanctions were canceled by Russian banks, producers and exporters participating in international food and fertilizer transactions.
The measures required by Russia include re -linking the interested banks for the Swiftpay payment system, raising restrictions on the servicing of ships under the Russian flag involved in the food trade, and in the delivery of agricultural machinery and other goods needed for food production.
It was not clear from the White House statement when the agreement was intended to take effect.
Asked about raising sanctions, Trump told reporters: “We are thinking of them all right now. We are looking at them.”
Washington's statement on US-Russia talks states that the United States will “help to restore Russia's access to the global market for agricultural and export fertilizers.”
Speaking in Kyiv, Zelenski described this as “weakening positions”.
He also said that Ukraine would insist on more sanctions on Russia and more military support from the United States if Moscow renewed its commitments.
Later, in his night address to Ukrainians, Zelenski accused the Kremlin of lying when it was said that the cessation of the Black Sea fire depends on the cancellation of the sanctions.
The Minister of Defense of Ukraine Rustem Musrov said that “third countries” can monitor parts of the deal.
But he warned that the movement of Russian warships beyond the “eastern Black Sea” would be treated as a violation of the agreement and “threat to Ukraine's national security”.
“In this case, Ukraine will have a full right to exercise the right to self -defense,” he added.
