Here's what happened on Friday, January 17:
Fighting
- A Ukrainian official said a major weapons factory in Russia's Tambov region had been attacked. Russia has not commented on the attack.
- Ukraine's Khartiia Brigade said it had deployed, for the first time, a heavy vehicle with an unmanned gun into combat. The military said it was the first documented attack of its kind using an unmanned vehicle in a war against Russia. The vehicle was met by a storm of Russian artillery fire, the brigade said.
- Ukraine says it has sentenced one of its officials to 15 years in prison for treason for aiding the Russian military. The officials are believed to have provided food and information about the Sumy region of Ukraine to Russian forces.
Regional Security
- The head of Finland's military intelligence, Pekka Turunen, said the changes to the Russian military are expected to increase the number of Moscow's troops by 30 percent. He explained that this is a threat to NATO that must be handled carefully.
Russian Oil and Gas
- Transnistria and Moldova have launched legal proceedings against each other for disrupting a meeting scheduled for Friday to resolve the power crisis in the breakaway region. The Moldovan Bureau for Reintegration said that Transnistria has rejected the request for a meeting in Chisinau while the Ministry of Foreign Affairs of Transnistria criticized the Deputy Prime Minister of Moldova Oleg Serebrian.
Diplomacy
- The United Kingdom and Ukraine signed a “historic” A 100-year contract providing security guarantees to Ukraine if Russia-Ukraine cease fire. The agreement, which recognizes Ukraine as a “future partner of NATO”, covers several areas including defense, energy and trade.
- UK Prime Minister Keir Starmer said his country would play a “sufficient” role in ensuring Ukraine's security and promised to provide a “mobile air defense system” tailored to Ukraine's needs. He also pledged to strengthen maritime cooperation with Ukraine through new security measures in the Baltic Sea, the Black Sea and the Sea of Azov.
- Russian and Ukrainian officials discussed the search for missing people in the Kursk border region of Russia after Ukraine crossed over to Russian territory last August. According to Ukraine, about 2,000 civilians are still in the territory it controls, while Russia says 1,000 people are missing.
People's Aid
- The United Nations has launched a $3.32bn appeal for 2025 to help 8.2 million people affected by the conflict in Ukraine, including refugees. Humanitarian organizations in Ukraine are also planning to help six million people with essential services this year.
- UN humanitarian and emergency aid chief Tom Fletcher said countries must stand behind humanitarian aid plans with “the same determination as the people of Ukraine”.
- The head of the United Nations Refugee Agency, Filippo Grandi, emphasized the importance of continuing to help the people of Ukraine.
- Ukrainians who have lost family members as a result of Russia's war in their country have submitted more than 13,000 claims – seeking more than $821m in compensation for damages, losses and injuries – on the Register of Damages for Ukraine, which was opened in The Hague in April. Created by the Council of Europe and the European Union, this registry will make all the money with the aim of recovering money from Moscow for its war in Ukraine.
