Under the pressure of the Supreme Court of Israel, in order to improve the conditions in the plant known for the poor treatment of Palestinians occupied in Gaza, the army moved hundreds of detainees detainees to the newly opened camps.
But the abuse of these camps was equally bad, according to Israeli organizations of human rights, which conducted interviews with dozens of current and former detainees and now ask the same court to force the army to solve the problem once and for all.
Groups of rights that show the testimonies of the detainees say that instead of correcting the alleged abuse of Palestinians taking place without prosecution or trial – including beating, excessive handcuffs to be tilted, and a bad diet and healthcare – the Israeli army has just changed where it takes place.
“We have seen that the erosion of the basic standards of humanitarian detention,” said Jessica Montell, director of Hamoked, one of the groups of laws, submitting petition to the Israeli government.
When asked about the answer, the army stated that he was in accordance with international law and “completely rejects the allegations regarding the systematic abuse of detainees.”
The extensive offer camp and the smaller Anatot camp, both built on the West Bank, were to solve the group rights groups documented in detention in the Nedev desert called Sde Teiman. This page had temporary maintenance and treatment of fighters caught during Hamas on October 7, 2023, an attack on Israel. But this transformed into a long -term detention center of infamous for violent Palestinians, who completed in gas, often without prosecution.
The detainees transferred to the offer and anatot say that the conditions were not better, according to more than 30, with which they interviewed by lawyers for Hamoced and doctors for human rights-Israel (PHRI). “They would punish you for everything,” said 32 -year -old Khaled Al Serr, a gas surgeon who spent months in the offer camp and who agreed to talk about his experiences. He was released after six months without fees.
Dr. Khaled Al Serr was released by the Israeli forces on September 29 after spending more than six months in Israeli prisons. A 32-year-old surgeon who works at the Nasser hospital at Khan Youunis in Gaza said that he was questioned, humiliated and beaten only so that he was suddenly released last week without any accusations.
Al Serr said that he lost his beating, which he survived from soldiers after the end of last year during the raid at the Nasser hospital at Khan Youunis. “You would be punished for making eye contact, for asking for a medicine, looking at the sky,” said Al Serr.
The bills of other detained for groups of rights remain anonymous. Their accounts could not be independently confirmed, but their testimonies – given separately – were similar.
The Supreme Court granted the military by the end of March to respond to alleged abuse in the offer.
Leaving SDE Teiman
Since the beginning of the war, Israel took over thousands in Gaza that he suspected connections with Hamas. Thousands were also released, often after months of detention.
During the suspension of weapons, which began in January in January, hundreds of detainees were released. But with the recently resumed ground operations in gas, arrests are ongoing. The army will not say how many detainees.
After the Israeli Supreme Court ordered better treatment at SDE Teiman, the army announced in June that he was transferring hundreds of detainees, including 500 sent to the offer.
The offer was built on an empty plot next to a civil prison with the same name. Satellite photos from January show a hardened, surrounded by a wall relationship with 24 mobile houses that serve as cells.
According to Hamoched Anatot, built on a military basis in the Jewish settlement, has two barracks, each with a place for about 50 people.
According to the Israeli war, the army may have Palestinians from Gaza for 45 days without access to the outside world. In practice, many go much longer.
Whenever the detainees met with Hamocked Advyers, they were “pulled up violently” into the cell – sometimes barefoot and often covered with their eyes, and their hands and feet remained at meetings, a group of rights said in a letter to the Ombudsman General.
“I don't know where I am,” one of the detainees told the lawyer.
The newly released Israeli hostages commented on their difficult conditions in gas. Eli Sharabi, who emerged after 15 months of captivity, told Israel Channel 12 news that his hijackers found that the conditions of hostages influenced Israel's treatment by Palestinian prisoners.
Detainees say regular beating
Al Serr said he was held with 21 other with gauze in a 40-meter cell with eight bunk beds. He said that some slept on camping mattresses on the floor so that soldiers would not be inflated. Parming and lice were crazy. He said that he was allowed outside the cell only once a week.
Detained from the offer and anatot said they regularly beat with their fists and sticks. Some said they were kept in handcuffs for months, including slept and ate – and without condemning to a shower once a week.
The photo of Ibrahim Salem in the SDE Teiman prison in Israel in the Nedev desert became popular for leakage to CNN and spreading in social media. Salem says that standing on the fence with his arms, when he was seen in the photo, was a form of punishment he survived during a 52 -day arrest in a military base, returned in prison.
Three prisoners detained in Anatot told lawyers that their eyes were constantly covered. One detained Anatot said that the soldiers awakened them every hour and forced them to half an hour.
In response to AP questions, the army said that there were no claims that the soldiers woke up. He said that the detainees have regular access to the shower and are allowed every day. It was found that occasional overpopulation meant that some detainees were forced to sleep on “mattresses on the floor”.
The army said that anatot closed at the beginning of February, because it was no longer needed for “short -term imprisonment” when other objects were full. SDE Teiman, which has been updated, is still used.
Nutrition and healthcare
Alserr said that medical care was the worst thing in the offer. He said that the guards refused to give him indifference to a chronic ulcer.
After 40 days he felt a crack. In a truck going to the hospital, soldiers tied a bag around their heads.
“They beat me to the hospital,” he said. “In the hospital they refused to remove the bag, even when they treated me.”
The army said that all detainees received inspections and adequate medical care. He said that “prolonged limitation during stopping” was used only in exceptional cases and taking into account the state of each detainee.
Many detainees complained about hunger. They said that they received three meals a day a few slices of white bread with cucumber or tomato, and sometimes chocolate or cream.
It boils down to about 1000 calories a day – or halfway through the necessary, said Lihi Joffe, an Israeli pediatric dietitian who read some of the testimonies and called the “not humanitarian” diet.
After the groups of rights complained in November, Joffe said that she saw a new menu in the offer with greater diversity, including potatoes and Falafel – which is improvement, but still not enough.
The army said that the dietitian approves the meals of detainees and that they always have access to water.
Punished for meeting with a lawyer
Two months after the arrest of Al Serr he had a five -minute video conference with a judge, who said that he would stay in prison in the foreseeable future.
Such interrogations are “systematically” short, according to Nadia Daqq, prosecutor. She said that no lawyers are present and the detainees could not talk.
A few months later Al Serr was allowed to meet a lawyer. But he said he was forced to kneel in the sun earlier.
Another detainee told a lawyer from human rights doctors that he had passed the same punishment. “He threatened all the time that he would bring his own life,” wrote a lawyer in notes attached to the statement.
Since the release in September, Al Serr returned to work in a hospital in Gaza.
He said that memories are still painful, but again care of patients helps. “I'm starting to forget … feeling as a man again.”
