. Trump administration may soon introduce sweeping changes in US Department of StateIn accordance with the draft executive ordinance obtained by CNBC, which defines something that he calls “disciplined reorganization” of the National Diplomatic Service.
A 16-page project that is not dated, but seems to be prepared for the signature of President Donald Trump raising the department dramatically If it is introduced – the closing of American embassies in South Africa and eliminating offices that work on issues such as democracy and human rights, as well as international organizations such as the UN.
The order is also described by a review of the selection process and training of American diplomats.
According to the order, the changes are aimed at “improving the supply of mission, project American strength abroad, limiting waste, fraud, abuse and adaptation of the department with the American first strategic doctrine reflecting the priorities of the executive department.”
The draft executive ordinance proposes to eliminate all “insignificant embassies and consulates in Sub -Saharan Africa” and the consolidation of regional offices around the world.
Current regional offices, according to the order, will be consolidated in four “regional bodies”:
- Eurasia, including Europe, Russia and Central Asia;
- Central East, including Arab nations, Iran, Pakistan and Afghanistan;
- Latin America, including Central America, South America and the Caribbean; AND
- Indo-Pacific, including East and Southeast Asia, India, Bangladesh, Sri Lanka, Nepal, Bhutan and Maldives.
American diplomatic presence in Canada It would be drastically cut under the order. Going further, the Operations of the State Department in Canada “would be subject to significantly reduced team delegated as the North American Affairs Office” at the Secretary of State Secretary Marco Rubio.
The White House did not immediately answer at the request of CNBC for a comment on the draft order.
. The New York Times reported for the first time on the document. Rubio, in response to the article, wrote Na X: “These are false news.”
The draft order also requires termination of offices and positions in the department, focused on the climate, matters of women, democracy, human rights, migration and justice in criminal matters.
In addition to consolidation of embassies and consulates, the order would introduce fundamental changes in the practices of employing in the department.
A long -term test of a foreign officer would be scrapped in favor of a grade based partly on whether the candidates show “adaptation to the vision of the president's foreign policy.”
The draft order says that “full structural reorganization and transition” should be completed by October 1.
He also says that all current officers of foreign services or civil service staff who do not want to participate in the new structure of the regional organization or “to serve the interests of administration, can voluntarily separate from the department through a one -off redemption and transition program” by 30 September.
