ReutersThe US and Israel have rejected an Arabian plan for the post -war reconstruction of the Gaza Strip, which will allow 2.1 million Palestinians living there to remain in place.
The proposal, approved by Arab leaders at a summit in Cairo, is their alternative to President Donald Trump's idea of the United States to take a gas and constantly dispose of their population.
The Palestinian power and Hamas welcomed the Arabian plan, calling for Gaza to be temporarily governed by a committee of independent experts and international peacekeepers to be located there.
But both the White House and the Israeli Foreign Ministry said it was unable to cope with the realities in Gaza and stood out of Trump's vision.
The summit was held against the backdrop of increasing concern that the fragile gas deal could collapse after the six -week first phase had expired last Saturday.
Israel is blocking assistance from entering the territory to Hamas to accept a new proposal in the United States to temporarily extend the armistice, during which more hostages held in Gaza will be released in exchange for Palestinian prisoners.
Hamas insisted that the second phase should start under a negotiated, leading to the end of the war and the complete withdrawal of the Israeli troops.
The Arabian Gaza Recovery Plan of $ 53 billion (41 billion British pounds), after the war was completed, was introduced by Egypt at the Arab League summit on Tuesday on Tuesday.
A statement supporting the plan emphasized “the categorical rejection of any form of displacement of the Palestinian people,” describing such an idea as “a gross violation of international law, a crime against humanity and ethnic cleansing.”
The plan envisages the reconstruction to be carried out in three phases and to take five years, during which about 1.5 million displaced gazan will be moved to 200,000 prefabricated residential units and 60,000 homes repaired.
In the first phase, which will last six months and will cost $ 3 billion, millions of tonnes of ruins and any unsexed ammunition will be cleared.
The second phase, which lasted two years and cost $ 20 billion, will see housing and utilities converted. In the third phase, an airport, two seaside ports and an industrial zone will be built, which will take another two years and cost $ 30 billion.
The Arab plan also proposes an “administrative committee”, composed of independent Palestinian technocrats, to manage the post -war gas for a transitional period, “working to empower the Palestinian power to return.”
Hamas – which was prescribed as a terrorist organization from Israel, USA, the United Kingdom and others – took full control of Gaza in 2007, cursing forces from Fatah BCP dominated in violent clashes a year after winning parliamentary elections. Palestinian President Mahmoud Abbas, who heads PA, told the summit that he welcomed the Arabian plan and called on Donald Trump to support him.
Hamas said he evaluated “the Arab position that rejects attempts to displace our people.”

The spokesman for the White House National Security Council Brian Hughes said the Arabian plan “is not concerned with the reality that Gaza is currently uninhabited and residents cannot humanely live in territory covered by debris and unexplored ammunition.”
“President Trump stands on his vision to restore Gaza from Hamas. We look forward to the more talks to bring peace and prosperity to the region.”
Trump suggested last month that the United States will “own” gas and move their population so that it can be restored and become the Riviera of the Middle East.
He said that the displaced Palestinians would not be entitled to return, because in Egypt, Jordan and other countries would have “much better housing.”

“It is based on the forced displacement of the Palestinians from their homes and on their land. It is against international law and, we said this time and again, it is not a way to treat this human crisis,” he said.
“This is a war that was led by Israel in part to expel the Palestinians from their territory,” he added.
He also described the response of the Israeli Foreign Ministry of the Arabian plan as “against humanity and against morals.”
The Palestinians are afraid of the recurrence of Nakba – the Arabic word for “disaster” – when hundreds of thousands fled or were expelled from their homes before and during the war that followed the creation of the State of Israel in 1948.
Many of these refugees found themselves in Gaza, where they and their descendants make up three -quarters of the population. Another 900,000 registered refugees live on the west coast, while 3.4 million others live in Jordan, Syria and Lebanon, according to the UN.
